Bulkhead Plumbing Question

Are you supposed to use PVC pipe primer and cement when connecting a pipe to a bulkhead? I’ve read posts and seen videos that’s say you shouldn’t do it, which leaves the ability to pull the pipe out later, if needed. But I’ve also read and seen people use cement to bond them. I can see the logic in both, but I’m curious if there’s a consensus on this.

In the overflow most people don’t glue the joints, and on the side outside of the tank most people use glue to prevent leaks afaik.
Also, with my bulkheads being abs I used an abs to pvc glue not just the normal pvc glue.

Inside (wet side) optional
Outside (Dry side) absolutely
Unless it’s a threaded bulkhead
