Seems unlikely to be calcium carbonate, but a picture is not very diagnostic.

Are you dosing anything?
For my tank every water change a put in a couple drops of the “Cora life nano part A-B”, nothing is wrong right now and my Tank is very successful, just wondering because every few days the white stuff builds on my flipper.

The white film around the ring is some sort of microfauna growth.... not sure what exaclty it is but it grows occasionall in my tank as well. It blows off very easily or simply by moving movinging it.
