Can an iPhone or Android make color comparisons for test results?

Does anyone know of an app that will make color comparisons for salt water test kits? I've seen an app that will match the nearest Pantone color from an image.

Now it we only knew the pantone color that is printed on the various test kit color cards! This could make test result validation so much easier
