Can Citrix acid wash a used aquarium with tap water?

Like title says I am looking to clean out a used tank and was hoping to do citric acid wash with tap water. I live in Arizona and the water here is notoriously hard. Would that be an issue or how should I best go about this? Thanks for any feedback
