Can I put a seahorse in a 15g 24" tall tank?

Hey all,
Always wanted a seahorse but it wouldnt be happy in my higher flow 220G reef. A friend has this tank available:

It 24 inches tall, but only 15gal. Could a seahorse be happy in that? (It would be a tank designed for the seahorse as the inhabitant.)

I wouldn't recommend anything less than 30 gallons. Stability is much easier with more volume and seahorses are very messy for their relatively small size.

Also, seahorses don't do well as individuals, they should have company of at least one other seahorse.
