Can someone tell me what these red things are? They’re on some of my rocks and some on the sand bed

Try to get a closer, clearer shot and some whites. Are they little polyps, a mat, hairy, soft, hard, more description could help. Do they disappear at night? Do they move? Can you wipe them off easily, do they feel like short turf?

Looks vaguely like a brown algae or possibly diatoms or dinos. Do you have the ability to take a sample and get a picture under a microscope? Search here for the eassy test of dinos or diatoms. I cannot remember it off hand.
