Can two individual clowns live together without pairing???

I have two ocellaris clowns in a 30 gallon tank. I’ve had them for about a little over a month, and they still haven’t paired. They aren’t being aggressive to each other, but also aren’t pairing. One does the shaky dance thing to show submission or something, but the other barely ever does it back. They are both around the same size ( which I know isn’t good), is it possible they will live together without pairing up?

If they are small they may need more time to grow before they reach the pairing point.
 
Maybe. If they are less than 1.5 to 2 inches they may be too small. Still I have a small pair of Clarkii clowns that I bought together. They’d been living in the same tank together for a while. I brought them home and about two months after, one tried to kill the other. I managed to get the poor beat up, finless baby out of the tank and dropped him in another tank. He’s happy there.
