I watched a Macna presentation today and in it Dana said that fluorescence increases as photosynthesis decreases. I get that (but don't understand it), but what I didn't get was wether this is the same fluorescence we see under actinics/ royal blues?

That reference was to chlorophyll fluorescence and not the colorful fluorescence of many corals (such as greens, reds, etc.) It is possible to see chlorophyll fluorescence in a darkened room when a leaf is illuminated with strong black/violet light.
