Cleaner shrimp and GBTA

My cleaner shrimp is always in my BTA.... Is this normal? I read up that the BTA is supposed to eat him but he's been in there for a good week and just stands there. The only time he comes out is when I'm feeding the tank. Before the bubble tip looked nice everyday but now it's not looking to good and I think it's because of him. Also I want my clowns to go in and I think him being in the BTA is restricting the chances. Is this normal? Should I leave him?
