Cleaner wrasse ripping clowns fins

I got a cleaner wrasse about 2-3 months ago and is doing great since. I noticed 2 days ago my Cinnamon clownfish presenting herself to be cleaned and the cleaner wrasse would start cleaning normally but then when it got to her fins he would bite them off (tail fin, dorsal fin, and pelvic fins were all torn by him) I'm not sure if I've heard of this happening but if it does what should I do?

I have that same Blue Striped Cleaner Wrasse in a 90-gal with two O-Clowns. The Clowns will not tolerate much attention from the Wrasse before they chase it away. But they seem to tolerate each other's company.

My old clowns used to chase my cleaner wrasse away but my new pair the female lets him clean her but then rips her fin and swims away fast. Not sure what its about
