Clouded water when setting up tank

Hi Guys,

Just started mixing red sea coral
Pro in my new 175g setup. The idea was to mix salt with the rodi in tank. No live stock, only AF rock cemented together with AF rock cement. When hitting 1.004 salinity water became super cloudy. Looks a bit better the day after but still very cloudy. I would be surprised if it is bacterial bloom since is wat just rodi water, some fake rocks and cement. Percipitation maybe because of the cement?

Should i remove Al water or just continue with adding until the right salinity?

water is around 20C and flow is mp40 en Vectra m2 full power
