Is it normal for my tank to be cloudy during cycle?

Could very well be a heterotrophic bacterial bloom. They reproduce fast and tend to hang in the water, while the bacteria you're cycling for reproduce more slowly and cling to surfaces. The heterotrophs will fade back, in time.

Could be the organics fueling the bloom coming from your dry rocks.

Did your ammonia ever had a spike or was it always 0.0?
