So i think I made a mistake and used gravel instead of sand. Over time I have developed some, what I think is bba. I've decided to change put the gravel for sand but would like to use at least half of my existing water....is this possible and will it clear the water up?

It will, provided you maintain a regular schedule of water changes, and run mechanical filtration such as fleece filter socks to trap as much from the water column as possible.

Ensure that you, and pay attention here, RINSE your new substrate extremely well before adding it to the system. If you don't, you're running a fool's errand, and will continue to have fine particulate clouding up your water.

Happy reefing!
