I would keep the heater in a angle but the control part out of the water.
Have used many heaters and each and all I kept the control part out of the water, just a piece of mind.
Make sure you use the drip loop method too.
I spoke to Cabolt and they said absolutely keep it fully submerged?
What brand heaters are you using? How many gallons and how many watts?The controller part of the Cabolt should be submerged. It can be positioned any way.
I have two in my sump, both horizontally.

I wouldn't do it with any heater though but that's just my $0.02.

The Jagers are made of glass, yes? I assume by your choice you would say glass is the safer pick over titanium or plastic? I want the safest option available (I'm sure like everyone)I use two Jager heaters of 300watts but on the moment they are out of my sump.
Replace them every two years.
