Condi anemone won't attach

He won't attach I have had him for a week and just floats around so I stuck him in a place where he could attach and he won't all my pramitors are perfect and I have very good lighting do I need to Barry the foot of the anemone in the sand ? Or what?

Put it in an area with little to no flow, a depression in the substrate and either a place column in a wide diameter piece of PVC pipe or place a stawberry basket it over the anemone.
