Controlling GHL switches without internet?

Recently moved to a new house:.. and internet is having some issues.. I got my p4 set up and I think at one point I disabled my return pump and skimmer ( on socket 3 & 4) and am trying to figure out if I can use the p4 to enable it.. I tried connecting via p4 wifi but not really having any luck… any ideas?

Plug the P4 into your computer with USB cable.

You do not need internet to connect locally.
