Is it normal for inner pump to be dirty where the impeller goes? What’s the point of there being a o ring ?

Yep. Don't worry about it. I ran mine for 2 years without cleaning. I lost about 30gpg.

Yes. This is normal. The oring is for if you use the pump externally.
