I’ve recently got a jaw fish, he was in Qt for 2 weeks and now his tail and bottom fin are kinda ripped a little bit. only have a blood shrimp, hermit crab, conch snail and a ninja star snail

None of the inhabitants you mention would have done that; (blood shrimp, conch snail and a ninja star snail).

You may want to research fin-rot. I don't know much about it, but hopefully others will chime in.
