That’s an urchin.
They do not eat snail. Only algae.
They will attach shells and other things to themselves for camouflage, like the snail you saw. The snail might have died while stuck.
They are just moving around and happened to be on top of your star.
Please do more research before buying inverts. Some of these might not thrive and starve

Urchin Emergency
I bought this urchin but it ate a snail and was attaching itself to the starfish what can I do?

Urchins DO NOT eat snails. They eat all types of algae, including coraline. They WILL try and camouflage themselves with anything they can pick up, living snails, dead empty snail shells, lose frags, rock rubble... even pieces of algae they havent eaten.
