Cyano bacteria and hair algae

Thinking i may have cyano bloom? Fairly new tank, fully cycled. Had clowns and bubble tip now for 3 weeks. Hair algae taking over also. I do 25 litre water change every week. Its a 120 litre tank. Ph, ammonia, nitrite and nitrate all bang on. Salinity slighlty high. Any advice appreciated
