Cyano bacteria?

Is this Cyano? This is on someone else's rock, but I have a rock with some of this also. What is the best course of action?

Although I have no idea what it is, This looks like no cyano ive ever had or seen. Looks almost like a sort of red macro algae.

This is a sponge like substance known as foraminifera and will have to be manually removed
Best is to place rock in container of tank water and scrub with a firm toothbrush and 3% peroxide and return rock to tank

It's ok to do this with coral on the rock?

Yes and carefully- and skip the peroxide with the coral present.
You can try to press each with your thumb and see if it peels off
