Cyano??

Been trying to get rid of this for months now and nothing seems to affect it. I've tried sucking it out during multiple water changes and I blast it with a powerhead daily. I even tried chemiclean which didn't phase it but it did kill a couple acro's.

Nitrates: 10
Phosphates: .02

Tried UV a couple months and it didn’t seem to do anything. I’ll try the other things you suggested, thanks.
