Cyanobacteria? Or algae

I love the look of this on my shells. But, is it cyano or algae? It doesn’t blow off no bubbles and kind of hairy?

Just noticed it’s circular formation and on two leaves not spreading at all, not causing issues. Just want to know what it is.
