So I have a bucket of pre-used dry rock that I would like to cycle and add to my tank. Just thinking of throwing in a heater, powerhead etc. any other tips or recommendations? What kind steps to avoid transferring unwanted things in the rock?

Is it bare rock? If you dont care about living things on it just leave out of the water for a week and then spray it out with a hose. Also if your setting up a new tank there really isnt much need to cycle your rock because that will be done as the tank itself cycles.

If it was dry what are you worried about?

A freshwater soak soak for a few days scrubs it pretty good. Rinse it off and throw it in the tank.

Tank has been well established. I have heard mixed views on weather a dead rock will pump the tank full of ammonia etc. what do you think?

If the rock has dead stuff the decomposing matter will cause ammonia spikes but if it's dead bare white rock then just rinse it with the hose and let it dry out for a day

definitely no decomposing matter whatsoever... All life on the rocks has long been since in the grave

all the rock has is just some dried up corralline algae and dead matter.
Once it gets wet this organic matter will decay - which is not a bad thing. It'll fuel the growth of beneficial bacteria. But let that happen in a tub for a month (or more) and you'll have live rock ready to go that won't add crud to your tank.
