It's essentially a thread where you make updates on your tank all in one place, there people will often ask questions give feedback or answer your questions. It also let's people follow along with your tank.
You do it the same as any other thread, go to the appropriate sub forum, start the thread and you can claim your build thread contributor badge aswell. If you want an example you can find tons on the forum or just check out the link in my signature
