Deltec 400i start issues

Has anyone had issues with the Deltec’s pump restarting multiple times a day?

Additionally, I have the pump controller set to the highest setting and the water level in the riser tube a hairline below the maximum water level line (I.e. the second black line). The skimmer won’t skim efficiently, however. Any ideas?
