Devil hand shrinks and shrinks..

Hi, tank has a few softies, shrooms and toches. Everyone is doing well except the devil hand.. its like super upset all the time, i can count on my hand the number of times i saw him fully opened. Now it looks like its shrinking to the extreme and im worried. Should i move him to lower light area or less flow area?

Btw, is he covered in some sort of algae?
 
They are adaptable to different lighting, but they do like good random flow.

I can't tell if algae is growing on it, or if its just the outer mucus layer, but it tells me there is not enough flow for it to clean itself. Put it into a higher flow area, and you can also use a turkey baster to gently blow on it to clean it off.
