Dinos or diatoms?

Been fighting this for about a week now. 24 gallon Laguna that’s 2.5 months old. Phosphates and nitrates are pretty much bottomed out. I started feeding my coral reef roids to hopefully raise the numbers a bit. I also put a green killing machine and have seen minimal improvement. No other algae in the tank but this. I also don’t have a microscope to verify exactly what it is so just hoping someone might be able to identify what it is by looking at it. Any help would be appreciated.

Do they tend to group together when you blow them of the sand or is it more like dust? Any changes when lights go out?

Definitely doesn’t seem as prevalent at night. It definitely seems more like dust though. Very little effort with my turkey baster to disperse them
