I've been looking at Hang on back overflows for a small tank that I'd prefer not to drill. I noticed that HOB overflows seem to be far more expensive then I would think they should be, for what they are. Which is ultimately why i'd probable prefer to build one out of PVC pipes. Does anyone have any experience with any DIY style HOB overflows? I've seen them used by the freshwater community pretty often, but I have not seem them used in salt water pretty much at all, and I can't help but wonder why?

This one seems to be the most popular for DIY PVC overflows. Shows you step by step how to make one :) And it should be useable for both salt and freshwater.

Not sure what your budget will allow but if you keep your eyes open you can get a good deal on a HOB.. I snagged this one for $48 free shipping last weekend it’s rated up to 300gph, IMO it would be much safer and more efficient than just using a PVC U tube type syphon.. gives you strained surface skimming, a prefilter to prevent down-tube from clogging and automatic restart after turning off and restarting return pump.

This is sort of the type I was considering.
