Do green star polyps normally look like this? I got them yesterday and they haven’t been doing anything.

Find another one. That's a super boneheaded mistake. They don't deserve your money any more.

With that said, You should also probably be doing research about corals you're wanting to buy before buying them. That way you'll know care requirements as well as what they're supposed to look like healthy.
