Does low phosphate promotes dinoflegellate

My phosphate is undetectable in salifert test kit and my nitrate is 10 ppm. Yesterday i suddenly saw some dino in one portion on my sand .My tank is 1 month old .

Yes, you should not let your phosphates drop to zero as that is one of the main contributors to dinos outbreaks. Especially with such a new tank (which is also a leading contributor).
