I have a porcupine puffer and his spines look like they are peeling and his eyes are kinda cloudy, he also has a sunkin stomach he is eating a bit but he eats it then spits it out. He seems hungry cause he is always looking for food. he had previously had ick but it seemed to go away. Can anyone help?!?!?!

some internal parasite, put in QT immediately and treat with Metroplex + Focus (or similar anti internal parasite medication). Ruby Reef Rally is "reef safe" (usually only minor coral stress or less but who knows). Since the infection seems to be internal Copper may not be very effective

also is he eating and spitting or sifting for food?

If there was ICH in your tank and you didn't treat with copper or fishless cycle its still in there. You can use the "reef safe" Kick Ich to kill the free swimming ich to get a chance to stop it from attaching to a new host and replicating, It will not help anything already infected though
