Dragon Soul Torch Assistance

Hey everyone! Recently picked up a dragon soul torch and am having an issue with it opening up. It’s not curled up just closed. It was a frag that split and one head died but this head seems to look okay. (I’ll attach pics) just wondering for lighting and placement as it just doesn’t seem to want to open. I run a 30 gallon with a sump, have an Ai prime 16HD on a good cycle, Ai Nero 3 on random medium to high flow high variance. Water parameters are spot on. Please help!
