Dying or dead Acropora?

Ive had this acropora in my 20 gal Nano for about 4 months and in that time i had a light change from an AP700 to Hydra 64HD (believe the AP700 was way too powerful given a lot of my corals were showing light stress)

Is this acropora dead? It doesn't look like its bleaching but i haven't seen polyps open in a while and algae/dinos keep growing on it that i try to blow off with a pipette.

It’s a little hard to see with the blue light, but it looks like a skeleton to me.
