Though i may not know the species it seems to be similar to the genus congridae, i am not sure since I am mainly assuming based on the beak like appearance on its mouth and i can't seem to get a clear image on the dorsal fin but I am sure @ISpeakForTheSeas would definitely find something more than i could

That was my first thought, too, but now I'm looking at the snake eels, which I think are close-ish to congers.
Ophichthus altipennis??

Obviously a dottyback, duh! ;) cause any weird eel like thing with fins is always called a dottyback apparently! Just kidding, no clue but its really cool!

You hit the nail right on the head! Really cool eel a unique colour aswell, it reminded me of a gymnothorax which I saw at my store about a year ago, exact same colour besides the dorsal fin (The amount of times gymnothorax fimbriatus popped up on my search gave me a headache Lol)
