He doesn’t look like he’s breathing fast. Trying to upload a video.
I agree that I do not see "velvet" like coating on the fish, and if it's not breathing rapidly (and this you would notice) it may have a slight case of Ich or perhaps a bacterial infection that is discoloring the skin/scales.

I copied Jay earlier, an expert in disease identification and treatment.


EDIT: TRY POSTING STILLS TAKEN IN WHITE LIGHT, And a video under natural light makes identification easier.

I can’t see making a diagnosis with a blue fuzzy pic.
Need a video without blue to get the best available answer.

Given the fish’s demeanor and cloudy eyes, Depending on the fish’s history - I would say Neobenedenia flukes. You could try a five minute FW dip and see if any flukes fall off - they’ll look like scales.
