Empty Filtration Chambers

Hey yall, I have a UNS 45A that is stocked with a Yasha and Candy Cane Pistol and of course corals. I run a media tower with mechanical, biological ceramics, and Chemipure, leaving my second chamber essentially empty. My NO3 sits at around 12-14 ppm and my PO4 sits at around 0.11. Should I keep the second chamber empty for now?
