Is there any type of acropora that is only encrusting?

It sounds like a spongodes montipora may be what you're looking for.

Not certain but believe A. minuta is indeed the only Acropora that doesn't branch at all. For the rest there are several species like A. palmerae and A. pinguis that when kept in strong flow, reefcrest like conditions, develop few mostly short conical shaped branches but mostly encrust.
