Euro Reef Skimmer Cup broken?

Ok, so I finally set up my skimmer and something seems off about how the cup connects to the body. I’m seeing a bit of water dripping out where it attaches as well. Attaching a pic for reference, so point 3 is a collar that screws onto the body. Point 2 is a piece that Point 1 sits inside. It doesn’t seem to make sense that I screw this piece onto the body using a collar, but the cup just lifts right out. My question is: are 1 and 2 supposed to be attached to each other so 3 can screw them into place?

I used to call that skimmer a Thousand Turn Cup, so can you tighten the collar?

I’ve tightened the collar all the way down, but this doesn’t add any pressure to the clear part of the cup that sits on the piece that the collar screws down. So once it’s fully tightened down, the clear part at the bottom of the cup still lifts right out.
