Fin rot? Getting bullied?? Help

I've had this damselfish for 2-3 months now. I've got 3 chromis, a dottyback, clownfish, watchman goby, scooter blenny, some crabs, starfish, anemone, a few corals, 3 shrimp, and a feather duster. Everything else seems totally fine. The damsel is typically the bully (surprise) but in general I've never seen anything that I was like ok she's got to go. I was getting ready to clean my tank and I noticed her tail fin and dorsal fin look wrong. I do not see any white spots. She ate breakfast, swimming fine, acting like her usual self and everything else in the tank seems fine. Had a shrimp molt yesterday. Ph is 8.3, salinity is 1.024, temp is currently 79 (did spike yesterday to 82, home AC issue), I don't have any other parameters, sorry, waiting on my new test kit. Is she ok?? Sorry for the not great pic and lack of info.

Yes, this fish is a victim of aggression and needs to be isolated from further damage and offered best chance of healing

I agree the damsel looks a bit rag tag. That can be from being bullied or from flukes.
I couldn’t see its breathing rate in the video.
I would separate it from the other fish with a tank divider and see how it responds.
