Finger leather coral not opening

I have this beautiful coral but it has been dull and lifeless as in the pic for the past month or so. Looks the base is decaying too.

Is it ok to cut it from the base while inside water with a blade? Do you need to do anything to heal after cutting.

You can cut it, in the water or out, then tie it down to a rock with string or with a rubber band, glue won't work.

Ensure its in a medium flow area, they need flow to help them shed. Medium light also.

After cutting it, run some activated carbon to combat any toxins it will release.
