First SPS. Need ID and care

So I got this in a $5 frag pile. It was brown. Now it is white-ish green.

Any idea what it is? What type of light and flow does it need?

Whitish green sounds dead with algae. Looks like it was some kind of acro.

Looks like an acropora of some sort...

And a little bleached at that...

They require very high lighting and high flow. If you have high wattage LEDs, you may need to acclimate it a bit to the lighting, but in the picture you provided, it doesn't look like too much light will be your issue.

I have a 4 bulb HO T5 setup. It is in high flow and at the top of the tank

Don't give up on it. If it does start to cover up with algae, then it is a goner.... If you want to start keeping SPS moving forward, try not to let your T5 lamps go more than 6 months without a change. They will shift spectrum over time giving you undesired results.

Sorry to further bad news, but it used to be an acro. Now it's just an acro skeleton with film algae. :(
