fish swimming funny

[Bigdaddy]

I recently got an Exquisite fairy wrasse and didn't notice it till i got him home that he swims funny . he does not use his tail much and just flaps his pectoral fins but as he does he bobs in the water almost like its his only way to keep afloat , and ideas or suggestions please

Looks normal for a wrasse to me.
