Flame Hawkfish entertains itself

Several days ago, I saw my Flame Hawkfish got sucked to the overflow weir. It make me worry for a bit, but then it swam away as is nothing happened. It looks like it enjoys being able to stay at the top of the tank without making much effort and it does this quite often.
Is this something that fish do?

My new flame hawk does the same thing. Seems like he wants to be above all the other fish at all times. He also hangs onto powerhead cords up high in the corners of the tank. Ive been pondering how to get him a more natural perching spot that high up so he can be more comfortable!
