I’ve been told my cyan damsel may or may not eat them. Will my hectors goby eat them?
Or any other recommendations?
Currently have a royal gramma, Midas blenny, clown goby, sharknose goby and tailspot blenny too
 
Any recommendations on one that is smaller and shrimp / reef safe?
Tank is a 57gallon rimless, 3 foot tank

The Red Lined or Yellow Wrasses tend to stay a bit smaller than the others and are more likely to leave the shrimp alone. Definitely don't recommend the Melanurus it will devour any invert that isn't a coral or a conch snail (they will try and give up in frustration on the conch snails).
