Flow too high for neon and court jester gobies?

4 days ago, I added a neon goby and two court jester gobies to my 29g display Red Sea Max Nano G2 XL. The return pump is about 400 gph and the AI Nero 3 I have has a max speed of 2000gph, for a combined 2400 gph. That's about 83x the tank volume every hour.

I've noticed that whenever I turn off or lower the pump speed, the neon and court jester gobies are much more active. When both pumps are on, they don't leave their spots.

Could too much flow be stressing these fish?
