I run a 15" nano cube with a Jebao ow-10. It's set at the lowest setting and I run it in C mode. I have it set to come on for 30 seconds then off for 30. I have ultra fine sand and it does not blow around.
Very happy with the flow and performance.

Can’t open your video. But this depends on your position of the wavemaker. I think one sow 4 at the lowest setting should be fine. You can try to place some zoa/xenia in and look at the polyp extension. The ideal concept here is your flow should be enough to move the detritus around and no dead spot in your tank. Dead spot can cause the cyano sometimes. There are 2 videos from WWC that Josh talked about the flow, that’s valuable to watch and might answer your question now and future.

Yea the issue I’m having is my clownfish looks like he’s struggling he can swim against it but like he moves really fast it’s middle of water colum on the side glass

Download the vid and it plays.
With that flow running in C mode would be best, imo.
Fairly strong for the clown.
You can adjust the time on/off from seconds to around 1 minute. I run 30/30. Your clown can have a nice low flow then higher.

Do I adjust timer with the dial?

Do I adjust timer with the dial?
Yes. All the way clockwise will be around 1 minute off/on.
All the way left is rapid pulse.
So somewhere mid range is where I run it. Play with the dial and see how it functions.

I have a tunze nanostream 660 gph in my 10 gallon, I'm honestly considering adding a second small powerhead.

I don't know what makes you think 132 gph is too much, but these animals and corals come from the ocean. There's no way possible you have too much flow for your clownfish.
