Fluval 13 Gallon & 3 Damsels?

I picked up the Fluval 13 gallon on a Black Friday sale, mostly because I really love Damsels but refuse to put them in my main tank. I am finding so many different answers on how many I can put in the 13 gallon that I am completely confused. In your experience, how many damsels can I keep in the 13 gallon with the understanding that once they get too big I'll switch them out with smaller ones?
