Fox face sick?????

I recently added fish to my tank for the first time. Tank has been up and cycled for a month now and only added 2 clowns a few anthias and a fox face for starters. This was 2 days ago and everyone has been good except the fox face. He hides 24/7 wedges himself in between rocks and I have rarely seen him eat. I gave him a day maybe just thinking it was stress for him but it has to be something more than that especially since everyone else is all good and I know they are very active personable fish. It gets scared of everything and loses color fast at times. I freshwater dipped him earlier today and I put him back in and he immediately look slightly better. He still hangs in the same area under a rock but I saw him pick at nori on a clip for first time. I can see what appears to be a slime coat of some sort like shedding off him. I have heard they shed it but not sure it’s it’s bacteria/parasites. Was thinking about freshwater dipping again in 24 hours or should I qt and treat with medicine. Please help new to reefing not sure exactly what to do.

Sorry for blue light. Kinda hard to see but large strain of mucus/ slime coat on tail
