Foxface at the surface

Hi all,

My foxface often spends minutes gasping for air at the surface. Releasing bubbles as he goes back down. My first guess would be low oxygen levels. But I'm running a skimmer 24/7 and have a lot of surface movement. Also, no other fish act the same.

Is this normal behavior?

Yup I call mine "bubbles". He got my tang doing it now too. "Double bubbles"
